1.5dci egr blanking

I've got a scenic with the usual egr valve blocking problem, it's a euro 4. Is it as simple as remove egr and fashion a blanking plate from alloy to cover the hole leaving the egr plugged in if I want to delete it?

I've tried just unplugging it but the valve still gets sooted up so I'd like to take the whole valve out of the equation
