172 Spare wheel question

My friends brother has a very early (Y or 51) mk2 172. It dont have a alloy spare it has a steel 15

I thought all 172s had an alloy spare?

Has he been ripped off?

AFAIK all Mk1 and Mk2 172s (not Cups) came with an alloy spare.
