182 Throttle only opening 90%

Tonight I plugged in the diagnostic computer just to look over a few things and noticed the throttle pedal was maxing out 90%when floored,
I removed the inlet pipe to the throttle body and it is indeed only opening 90%, the car obviously wasn't running.
is this normal???

Is it possible that when the engine is running it will open 100%, 90% on startup to reduce any wear on the engine?

I genuinely don't know I'm just guessing

That is what I was thinking, will go for a drive this afternoon with the data logging on to see if it's any different when up to temp

I did have a issue with the car only be 5% open then jump to 80% with nothing in the middle.

New pedal fixed it as it was a bit temperamental
