195 45 16s safe on a sport?

My partners brother has a sport 172 and has 195 45 16 tyres on it, he just hit a bad pot hole and the tyre has come away from the rim, changed it over and realised it wasn't a 205 and it looks like all of them are 195s are these safe they don't look too healthy

iv got 195/45/16 and thay are fine mate..as others have mention on here 195/45/16 are standed.
