2.0 16v badges bubbling

Car  '02 Monaco Blue 172
just taken my side badges off for a spring clean and they appear to be bubbling at the bottom. I'm not sure if they are plastic or metal, they feel metal , is it wise to rub down and re spray to get rid of the bubbling?
anyone else had this?
 
if you respray it will either cover up nicely, or they will continue to bubble up and the badges will be effectively ruined. so if youve got a tin of primer its a good bet to spray them and see how it goes.
 
They're plastic, with a thin metal coating...

as Mark said, its gotta be worth rubbing them down and spraying them and see how they come out, nothing to loose!
 
yeh common problem, which is actually caused by waxing.

I would sand down and repaint, job done
