2003 clio dynamique

just got my new 52 plate clio 1.5dci dynamique its got a few issues i need to fix but the one thats getting to me most is the climate control
Symptoms are: the blowers do not come on using any settings
so far i have
1) tested the fan bridging pins 1-5 and the fans come on full blast and full heat indicating the fans are fine (however when i do this i still cant control which blowers the air comes from it just comes from the windscreen blower)
2) bought a new resistor pack as this seems to be the common solution however that didnt work so i took it back and got another because i thought i may have been given a dud however it has been tested and is working perfectly but still dead
3) checked all fuses in the car and all ok
the digital display unit visually looks like it is working as it should and all connections behind it seem to be ok but its still not working?
could the display unit still be faulty even tho it all looks like it should?
does the system have anything to do with the relays in the box by the battery in the engine bay?
im totally lost, please help
