Im baffled my the nintendoh toy!

How do you know if there is a wirless connection local to your ds?
Does the DS have wireless built in or do i have to buy something?
How do you do fast starts in mario cart?

When you are in game you can use the WiFi configure utility to see if there are any connections available.

You don't have yo buy anything to use WiFi

Hold accelerate just after the second light and buzzer goes off.
