adding extra front lights

Hi all, just had a few queries about adding lower fog lights at the front, i spotted my bumper has these circle cut outs at each side, my friend said you could cut them out and add fog lights

has anyone tried this before or have any suggestions? i wouldnt have a clue where to start, thanks
