Annoying raised stain on front headlights (pictures)

I bought the clio 172 but noticed a raised yellowy coloured stain , its raised from the surface of the light but i cant seem to get it off.
I was told to try hot water & washing liquid OR tooth paste OR wd40. i tried all but no luck.
if anyone knows how to remove or what it is please let me know

Its very common on the clios, You will have to polish it out, Start on a low grade sandpaper, say 800-1000 grit and work up to 2000-2500. There is a guide on here but you have to be a member to see it.
