From what people have said on the net, which may be completely wrong but sounds plausible is that the cars are sourced from other countries where they may have been written off as they were not economical to repair. But due to them not being on Russian databases they can be put back on the road. So the buyer of said car may not be aware of its history.

Flol! That is mental! Actually mental! You would be jailed for that in this country! Especially on a seven series. You're not allowed to weld anything on a new BMW due to the structural integrity.

I'd hate to see that in another accident or worse still rolled again. Wow!

Then again they don't care about things in those countries hence why he's there.

I can see where some eastern Europeans learn their panel skills. Madness!
