.. but if you look at the bottom, its seems to be level with the licence plate so surely isnt sticking out that much?

There is no way in hell that would pass a MOT, Granted it has been cut into the bumper so it sits no further foward than the bumper itself, but it sits higher than the bonnet.

If the owner ran someone over I think the police woul dhave something to say about that modification.
