What's people's view on it? Do people use it?
I don't - as I'm only on 512k broadband, but from what I've seen, you suffer a massive disadvantage from a well organised group using it. It literally is like a switch - VoIP servers are much harder, those without are much easier.
I had a game yesterday on a VoIP-enabled French server. The players in there (I forget the clan name - something with 'D' at the start!) were very, very good - far better than me anyway. However, there were times where no-one could have seen where I respawned. I literally respawned and hid immediately. Yet a few seconds later, a tank would roll into the courtyard, immediately aim to my prone position and fire.
I did think that their UAV was above my position, but it wasn't. I simply couldn't understand how they knew where I was without a other team members spotting me and saying where I was over VoIP.
I must admit, if I had higher bandwidth, I'd probably give it a go, but it does seem to give a significant advantage to the team using it. Also, it makes the servers quiet - hardly any text chat which is boring! BOO!
