Bit of help on what suspension i would need?

Im currently in the process of purchasing some 16" Turini or OZ wheels. If i wanted to lower my clio so that the arches were completley filled with 195/45/16 profile tires. What would be my best option? Keeping in mind i do not want my ride to be completely ruined, an improvement in the ride/handling would be a bonus.
Springs or Coilovers? Also which brands are good to go for? Im looking to spend at tops £300-350.
Any help would be greatly appreciated.
