Black marks on the paint???

Got home earli 2day, so thought suns out i'll wash her off. i got down next to the wheels an there are these tiny little black marks on the paint i tryed to get them off with the powerwasher but they dint come of, does anyone no what they are?? an how do u get rid of them sorry if some one has already asked this

Tar Spots maybe?

If so Autoglym Tar and Adhesive remover

AG Tar and Adhesive is about a fiver.

Can't think what else it could be.
