probably based it off book time which i would say would be 1hour per axle, in reality the whole lot "could" be done in an hour but you can run into issues (rust, seized sliders etc)
i would charge 1.5hours, also as you've supplied the parts they've missed out on their "cut" therefore book time is only fair really
