The hub centres and disc edge/lip can be painted with hamerrite smooth if need be.

Dont touch the disc face though.
 
as said just do some hard braking from a fast speed, the friction will take the surface rust off.
 
Do not ever clean the braking surface of the disc. If your discs are rusty it'll be because the car hasn't been used for a while and even then just a few droplets of water will rust the discs. If the discs become badly pitted with rust you may need to replace them. As Pepsi says, just brake hard and most of the rust will be taken off by the pads.
