Cat about to fall off?

So, had the car up the other day on some stands and took a look at the exhaust in general while it was up, noticed this:

Looks like there should be a hole for that bolt to go through and it's completely rusted away?

Yep. That spring should be pressing on something to hold the joint under a tension that allows a little movement.

I'm guessing it's a new cat/set of this screws to fix it?

The cat flange has broken, so new cat or decat time.
