Can you actually remove these to paint or how do people generally do it?

Take off the cap . Look behind and there are 4 lugs poking through. Pinch them a little with your fingers (not too hard! or ul break them) and push at the same time. Repeat for all 4 and you have removed said wheel Diamond

They are easy peesy dude...just be carefull you dont break the lugs on the back otherwise you will have to stick them back on. Depending on if they have been removed before you might get away with just sticking a screwdriver under the front and prising them off. but I wouldnt recommend that.
