Cheating Help

I know its bad to cheat however is annoying me that i cant get it to work. All the pc cheats i look at you have to bring the console down by pressing ~. Everytime i try this never works. Any help would be appreciated.

Try the tilde key, the one to the left of the 1 key. Thats what my console key is in most games.
