Clio heater not much puff

I have a new fault with a clio heater, When i bought the car the heater didnt work at all but with help i found the culprit it was the relay !
Now the fan is spinning good and you can hear it blowing but the output of the vents is rubbish not much at all even on full speed, I have removed the pollen filter as i thought it might be blocked but made no difference.
I was talking to someone who had worked on the car before and they said they had swapped the fans out but never cured it !
My clio is a 2001, 1.2 16v.

Guess, but could it be the selector that's stuck? Blowing at the feet instead of the face for example?

this....set of gears in the side of the centre console drivers side (on a rhd car)

To be honest the output is poor on all settings.
