Clio II PH1 Hydraulic steering extremely light

bit of a problem with a car we are repairing at the moment to sell. The powered steering is ridiculously light, Tried the sensor on the pipe, fluid level ok, what else could it be, im totally stumped on this one.

No, normal to low if anything. obviously something mechanical, ie the rack, its not a problem ive ever heard of before.
