clio wont turn over

just bought a decoded ecu, uch, barrel and key, when i turn the key theres nothing, on the clocks its reading mileage, oil light, petrol light, service light etc all come on as normal but when you turn the key off the oil light and petrol light stay on but dim? any1 got any ideas?

multi meter on the battery, turn key, tell us the voltage while its under load
