it could be one of those or a number of other things, if you're happy with this prodrive guy then leave it until he has diagnosed it, otherwise id take it to someone kno knows these well, someone like Fred or Danny

Working in the industry I would potentially disagree with that tbh, what area did he work in at Prodrive as there are many departments in which at least 80% are not involved with engine work directly.
I would get it to one of the RS specialists such as Fred, 519 etc etc

Stop f**king about, making 125 posts about what to do. you have been told, take it to an RS Spcialist and let them diagnose it properly. Yes, you might want to stay local, but your local garage know f**k all about this engine.

You pays your money, you takes your chances. You have been given enough advice, if you carry on and let some retarded mong work on it just because he has a snap on tool chest then thats your choice. Dont come on here moaning afterwards when your lump is trashed. FFS

come again?! In english this time...

I do know a local ex-Renault mechanic who has setup in Newbury/Thatcham. He does alot of rally stuff too although from the sound of it you may have spoken to him already - although the guy I know runs megane and 205 rally cars.

-2 garages have said my engine is f#cked! I don't trust them
fred and 519 never heard of rings go
-Fred and 519 (Danny) have never heard of rings failing
ive got a guy working for me who worked at prodrive so should know really!
-(No idea what referring too)
and dropped into guy running a clio as a rally car and he started it reved it to 6000 and said stem seals
-Took it to a guy who runs a Clio rally car, who started it up and rev'd it too 6000rpm (static?) and said stem seals have failed
black smoke!!! fuel??? blue smoke oil!!!???
-Is black from exhaust over fuelling??? and blue smoke burning oil???
runs sweet ticking over!
-On idle its fine
over fuel on no1 maybe injector?
-If its over fuelling on cylinder No 1 could it be a faulty injector?
budget £1200
-I have £1200 to fix the problem (??)
dilema?????
-WTF do I do?????

Well that is my attempt to break it down to try and find the fault

lol good work James! With it being broken down like that, it seems the OP has no idea whats wrong with it and is just guessing. As he has such a large budget, I would first take it to a specilist and get a quote to repair it. Then, depending on what the quote is, either get it fixed (+new belts etc) or get a second hand engine and also change the belts etc.
