Dephaser Pully Locked?

Does anyone know if a new dephaser pully unit comes locked in position? My 182's due a cam and aux belt change and the dephaser sounds like it's on its way out, so wondered if it would be possible to change both, using the new dephaser's locked position to ensure timing is right?

you need to lock pulleys and cams regardless of what pulley is on.

The dephaser will spin on the cam as it's not keyed. So the new dephaser will not ensure the timing is correct. Only someone who knows how to use the correct tools will ensure correct the timing.
