Downloading problem

I have an 8mb connection and normal download speeds are around 500-700 kb/s I have been trying to download Nero Demo today though and while it starts at about 150kb/s it quickly settles down to no more than 15kb/s.
I tried all the download mirrors and even tried downloading it as a Torrent but same again won't go above 15kb/s.
I have tried turning off firewall, anti-virus and even lowering the security levels none of which helped.
Any ideas?

Sounds like a problem with your connection, contact your ISP.

Thanks mate unfortunetly i'm with BT and when you phone the helpdesk are put through to call centres in India. I tried explaining it to them and they didn't have a clue what I was talking about.
I have downloaded Nero Burning ROM now on it's own which was what I was after. Thanks anyway

Fair usage policy maybe......... s**t download speed during day and excellent during night.
