Why don't the manufacturers configure the chips to the optimum config in the first place?

because every engine runs slightly different

and they have to cover every possibility, like try and keep the car running even with a lack of maintenence, also using s**t fuel etc

Manufacturers, and anybody else offering a product have to deal with one major word. Compramise.

Why don't the manufacturers configure the chips to the optimum config in the first place?

They're constrained by emission limits, not just the simple ones tested at the MOT, but much tighter limits over the whole rev range and accelerating and decelerating. These can compromise both performance and economy.
