electrics in mk1 clio 172

are the electrics meant to be working such as radio,windows even with the key out the ignition?
thought this may be triggering off the alarm if the ecu thinks the key is still in the ignition.

radio without + hazards and lights etc but not windows.........

windows may work if u have switched car off and not opened drivers door.
