Engine Management light on. HELP

Hi there,
I have an issue with my Clio 172 ph1. I've had the interior loom out of the car for a few weeks and went to plug it back in today.
The issue I am having is the Management light comes on (graph like light) and the mileage does not show.

The car turns over but does not start.

Will having the UCH unplugged from the ECU for a long time cause this?

I'm guessing UCH but I after some help first.

Earth's have been checked.

Solved it. I plugged in the wrong lead into the back of the clocks.
