yes. you want to bond / fix it down securely and then i would personally drive round for a week or so, just to make sure it isnt going to move/work loose. (just saves you work in the long-run)
then you can fibreglass the recess, and then put a thin layer of filler over the top. i did something a little while ago that was similar to this, and wish i'd got a bodyshop to do it - because they can often do it for a reasonable price, and it saves you the hassle.
