fuel pump prime on first turn of key

If I unlock my car and turn ignition on the fuel pump doesn't prime but if I turn it of and on it does it if I lock car and unlock the car and turn ignition the pump doesn't make a noise only second time wondering if tgis is normal as its hard to start first time in morning please could anyone try on there 172 thanks

yer phase 2 if you lock and then unlock your car turn ignition fuel pump doesnt prime but if you turn it on and off it does mine does this everytime i lock/unlock car thanks

pretty sure if the fuel system is already pressuised it won't reprime
