handbrake surround metal part

Car  172 turbo
the metal parts that surround handbrake have rusted and want to take it out to spray etc how easy to do because theres those nuts you can undo but niot sure if right place to start any one know? how to get it out
 
From memory you'd need to take the lever off which is a bit of a faff...why not just mask it off and use some hammerite spray on it or something?
 
ssuppose maybe just such sharp awkward bit to prep sand down prop shite result worth a go >? pics
