Heat Shield retaining bolts..

Well my heatshield has done the usual and is rattling on my exhaust. I went to remove one of the retaining nuts to pop a bigger washer underneith but even using lots of WD40 the nut was pretty rusty and now the whole 'bolt' is spinning. I tried mole grips on the top to hold it but it spins.. anybody with any ideas..are they meant to be pretty solid and still?

meh, take the whole thing off! one of mine fell off and the other one is rattling like a b**ch so going to take it off tomorrow
