Help on this Engine pic please.

I have put a circle around the bit that i need help with, i notice that on my battery i have some red tape,
it must be there for a reson but not sure why?

My boyfriend said it could be something to do with a part off the battery terminal cover is missing?
If so, where can i get this from as it looks a bit untidy left like this?

It's because the cover is crap and comes open.

Is it not there just to keep it closed?
