Its happened to all 3 of my clios eventually, the 172 was resprayed before I bought it but 6 months later they were back with vigour. The megane has stonechip protectors on it and they seem to be doing an admiral job of stopping it so if you want rid of it respray and get some on.
It's like a plastic film, but doesn't look that great in my eyes and the amount it costs probably cheaper just to get it resprayed every few years if it bothers you that much. Personally on a Clio I wouldn't bother though.
Looking at his pictures it is beside the wheel I had the same but where very light then I used Scratch X and it actually took most of it away I was surprised
I find it works better on that than actual scratches
