how does snooper subscription work

Only for the GPS based systems like the S3, S4 & S6 as you get updates of all the camera sites downloaded into your unit. If you dont subscribe you dont get updates, the unit still works but there will be new camera sites your unit doesnt know about.
The normal Snooper radar detectors dont need a subscription.
