How does this fix in place?

Had to take the bottom cover off that attatches to the front bumper to replace my radiator and this bit was attatched to it. Now i've put the bottom cover back on I can't figure out how this is supposed to be held in place. Its attatched to the bottom cover but where does it attatch at the top/side?

See that little slit in the lower left, well half of it tucks behind, and the other part fits infront, iirc
