I can't get low?!

Hi folks
I have fitted a new set of Gaz gold rear dampers with in board Spring and adjustable height. I have adjusted the winder right down however the rear doesn't seem to sit very low, possibly still 10-15mm above rear tyre.
Anyone had similar issues or ideas?

How along ago did you fit them? They'll take a few days to settle.

Fitted them on Thursday last week.
It seems like they're sitting up on the dampers rather than the spring.
