Identify this noise.

You can hear it with the ignition on, it isn't the fuel pump. Sounds to be low in the engine bay. It doesn't go away when the engine is started. You can also hear it inside the cabin. It must be electrical.

its the throttle body, normal (push the pedal and you'll hear it)

Turned out the noise inside was a different one!

I remember why I hate Clio's.
