Is replacing oil seals a DIY job?

Iv been ringing around to sort my turbo out and people want over £200 to replace the oil seals, the parts alone are under £10! so im wondering if its a DIY job? Im guessing it needs balanced?

yeah rebuilding turbos is a bit tricky not really diy,, there are a good few engine builders out there that will fit new bushes and seals 200 sounds very steep.
