Law regarding wide wheels/poke/tread/stretch

What are the legalities surrounding wide wheels poking out of arches? I cant find a definitive answer

Im pretty sure your wheels/tyres have to be covered. i.e no stickin out to far.

They cant stick out further than the arches, hence why people add wider arches to cars so that its then legal.

as long as your tyres are within the arch
hence why streched tyres to fit under arch then alloy can poke out more
