Well, after a little googling, it seems like the law is based around the colour of the light your headlights produce, not the colour of the lens. So a sight tint may well be ok.
But then it falls down to "Why would you want to?": You'll simultaneously be lowering the amount of light you put out, reducing your visibility at night, and make your car look like a chav-wagon by day.
seriously though, if you want darker lights, then paint the inside surrounds (not reflectors though) and it'll darken the overall lamp without reducing output
