lowerd 40mm on 17s rubbing ???

hi there i have a w reg 172 lowerd 40mm on 17s but rubbing on rear bumper any ways round it other than cuting lip out off the bumper

Fit smaller wheels, I highly recommend on a ph1 either 15" oz F1's or 16" oz F1's. You won't go wrong with either of those.

there is a screw that holds iner arch in on that and just above it

there's ya problem

remove all but the rear half of the front ones

the frount wheels do not rub at all just rear

No. He means leave in the rear half of the front archliner and remove all the rest.
