Main Beam and horn

Hi all ive got a really strange problem with my car,its a 1996 rsi.the main beam flash function works with no lights on,and also with the side lights on but as soon as the dipped beamss go on,nothing happens, there seems to be no 'click' from the relay to show the main beam is engaged.Also there doesnt seem to be a function where you can turn main beam on and let go of the stalk and it stay on. anyone have any ideas on this?
Another thing is the horn doesnt work,the stalk pushes in but no noise come out.Would these 2 be linked say dodgy stalk? help appreciated as it needs MOT to sell.cheers.

Id say its the stalk pal, check the connections, some times the pins in the connection corrode.
