Main beam not coming on.

Hello.
Discovered a slight problem with the main beam on my 51 clio. The main beam light on the dash is constantly illuminated but the main beam will not go on. When I click the stock back the dipped beam dash light comes on as well as the main beam but the main beam will no come on.
Anyone any ideas before I sell the piece of s**t?

Start basic, check the bulbs, then check the bulb wiring is getting voltage.

The bulbs are less than a month old so shouldn't be them. Plus or both of them to go at the same time is a bit unrealistic. It's so strange how the dash board main beam light is illuminated 24/7 yet the actual main beam is not on!
