Merc 190e Cosworth - impossible to insure with cage

Hoping the oracles on this site can help

My pal has the above, ready for track, cage etc. Cannot find an insurer that will even quote!

Flux said no, many other ‘specialists’ have said no as well. I pointed him towards Sky but they have said no as well!

Any ideas?
