Mk1 Williams Engine Fan only working when engine is off?!

I've got a MK1 Williams and noticed that i've been overheating recently quite quickly when sitting in traffic. After a bit of investigating I've found out that the fan will only cut in if the engine is not running. As soon as you cut the engine, the fan cuts in.
This can't be anything to do with thermostat or the temp sender unit, but must be some kind of other electrical fault.

Has anybody else come across the same problem?

Have you checked the fan relays?
Don't let it overheat. Get it checked asap.
You can diagnose the wiring and electrical system by unplugging the wires from the temp switch at the radiator and brigde it...if it kicks in then you know the relays, wiring loom and fan motor are in good shape.
