Mk3 Clio non Starter

Hi all,

So the electric steering failed on the clio last week, I bought a replacement column off eBay with the same part numbers, fitted the replacement part now the car wont start, I disconnected the battery for airbag reasons, Now I just get a constant red light and engine management light and no cranking, just turn key and nothing.

I've been told this morning that the new column needs to be coded at dealer, is this true?
