MK3 handbrake tightening?

Non-sport mk3 with rear drums. It just needs slight adjustment. Can this be done removing the centre console or do I need to get underneath the car? If inside, how do I remove the centre console?

Centre console, but beware that they are meant to have something stupid like 13 clicks. Other wise you will have problems with the auto-adjusters.
