MOT Fail on Handbrake

OK guys so my 172 just failed its MOT on the handbrake. It seems fine to me but im no expert. They put it on the ramp and showed me what the problem is, but im not sure what there telling me is true. When the handbrake is applied to full the cables to the rear calipers pull perfectly, but when they release the handbrake the nearside cable to the caliper takes slightly longer to return. They have told me i need a new caliper and cable at a cost of £250, any advice would be appreciated regarding if this is a problem with the caliper and if so does this sound about the right price. Any help would be appreciated as i also need a new centre cection for the exhaust as it has a visible hole in it, the costs are worrying me. Thanks.

Cant see why it would fail unless its sticking on, or when the handbrake is applied its not fully returning when released.
