mot failed on hand brake efficency

apparently its only 13%.. it holds on steep hill's and the lever doesnt point sky high (4-6 click), personally i think the guy didnt pull it up enough.. but ignoring that, whats the problem?

Worn rear brakes or the cable needs tightening, not sure where it is to tighten on a valver.

if the brakes wore worn surely it would have failed the normal braking efficency, and if the cable was worjn/stretched the lever would go sky high?
